Human Resources Manager

The Human Resources Manager is responsible for leading all HR functions for Pittsburgh Transportation Group (PTG), with a primary focus on supporting union‑represented bus operators while also overseeing HR operations for non‑union administrative, operations, and taxi personnel.

This role serves as a strategic advisor to executive leadership and ensures full compliance with FMCSA, DOT, FTA, and all applicable federal and state labor regulations. The Human Resources Manager oversees labor relations, workforce compliance, recruitment, payroll administration, employee relations, and policy enforcement across both PTG Bus and zTrip Taxi operations.

This is a hands‑on leadership role within a highly regulated, safety‑sensitive transportation environment.

Key Responsibilities

Labor & Union Relations

  • Serve as the primary HR contact for union‑represented employees
  • Administer, interpret, and enforce Collective Bargaining Agreements (CBAs)
  • Partner with leadership on grievance resolution and disciplinary actions
  • Lead and document progressive discipline processes
  • Support labor relations strategy and contract negotiation preparation
  • Maintain effective, professional relationships with union representatives

Regulatory & Transportation Compliance

Ensure compliance with all applicable regulations, including:

  • FMCSA drug and alcohol regulations (49 CFR Parts 40 & 382)
  • DOT safety‑sensitive employee requirements
  • FTA regulations, including MIS reporting
  • DOT Clearinghouse requirements

Additional compliance responsibilities include:

  • Managing three‑year DOT employment verifications and background checks
  • Overseeing safety‑sensitive hiring documentation and onboarding compliance
  • Maintaining audit‑ready records and supporting FMCSA, FTA, and internal audits
  • Ensuring compliance with all federal, state, and local employment laws

Hiring & Workforce Development

  • Lead full‑cycle recruitment for driving and non‑driving roles
  • Develop and execute competitive driver recruitment strategies
  • Oversee onboarding, orientation, and new‑hire compliance processes
  • Ensure all safety‑sensitive hires meet DOT/FMCSA requirements prior to service
  • Support workforce retention initiatives and staffing stability efforts

Terminations & Corrective Action

  • Lead and document employee separations for union and non‑union staff
  • Ensure terminations comply with legal, regulatory, and contractual standards
  • Coordinate final pay, benefits notifications, COBRA, and exit documentation
  • Advise leadership on employment‑related risk and liability

Payroll & Benefits Administration

  • Oversee payroll processing, including union wage scales, overtime, premiums, and contract‑specific pay provisions
  • Coordinate payroll activities with external payroll providers
  • Ensure compliance with wage and hour regulations
  • Administer employee benefits programs
  • Manage FMLA, ADA accommodations, and leave administration
  • Ensure accurate processing of deductions, including union dues and garnishments

Employee Relations & Performance Management

  • Conduct workplace investigations and resolve employee concerns
  • Support supervisors with consistent policy application and documentation
  • Provide coaching on performance management and corrective action
  • Promote a fair, consistent, and professional workplace culture

Multi‑Company HR Oversight

  • Provide HR leadership for both PTG Bus and zTrip Taxi
  • Align HR policies and practices while supporting operational differences
  • Maintain centralized HR systems, documentation, and compliance processes

Qualifications

  • Minimum of 5 years of HR experience, preferably in a unionized and/or transportation environment
  • Demonstrated experience administering Collective Bargaining Agreements (required)
  • Strong knowledge of FMCSA, DOT, FTA, and safety‑sensitive workforce regulations
  • Experience overseeing payroll and wage compliance
  • Proven background managing employee investigations and terminations
  • Bachelor’s degree in Human Resources, Business, or related field (PHR/SPHR preferred)
  • Exceptional documentation, organizational, and conflict‑resolution skills
